What is the ASCEND Programme?

The ASEAN Standards and Certification for Experts in Disaster Management (ASCEND) is
an initiative of the ASEAN Member States (AMS) that provides regionally recognised competency
standards and a certification process for disaster management professionals across ASEAN.
ASCEND helps to facilitate the recognition and mobility of disaster management professionals.

The ASEAN Standards

The ASEAN Standards refer to common competency standards  for different professions in the disaster management sector that  are recognised in all ASEAN Member States. The agreed  ASCEND competency standards and its supporting documents  will also become a reference for ASEAN nations that will  establish their national qualification standards in disaster  managements.

The ASEAN Certification

The ASCEND Certification refers to the process of securing official ASEAN recognition that an individual possesses the necessary qualification  and competence to perform a specific profession in the disaster management sector.

RAPID ASSESSMENT

Rapid assessment is the process of collecting data to gain a clearer understanding of the needs and capacities of populations affected by disasters during the emergency response phase. Accurate assessments contribute to the timely delivery of aid and relief that are relevant to affected populations.

Shelter management is a process of providing financial, material, technical, and social assistance to meet the shelter needs of communities affected by disasters or humanitarian emergencies. ASCEND provides a mechanism on the equivalence of disaster management certification procedures and qualifications across ASEAN. ASCEND Competency Standards

The ASCEND Competency Standards identifies the key features of work in selected disaster management professions and performance standards professionals need to meet to be deemed competent. It also provides the list of the forty-three (43) core and technical competencies that serve as the basis for defining the regionally recognised disaster management qualifications across the ASEAN Member States.

The project “Operationalising the ASEAN Standards and Certification for Experts in Disaster Management (ASCEND)” is part of the AADMER Work Programme 2021-2025, and will contribute to the realisation of
ASEAN’s goal to become a global leader in disaster management by 2025, as articulated in the ASEAN Vision 2025 on Disaster Management.
The AHA Centre implements the ASCEND development project in collaboration with the Korean National Fire Agency (KNFA), and with support from the ASEAN Secretariat and the Government of the Republic of Korea.
